Thirteen tags is not many. A tag nobody searches costs you a slot and returns nothing.
The check worth reading twice is the subset one. If every word of one tag already appears inside another — name necklace inside custom name necklace — the shorter tag wins you almost nothing, because Etsy can already match the longer tag against the searches the shorter one would have caught. It is a slot spent on a phrase you were going to rank for anyway.
You get thirteen tags of twenty characters each. That is not many, and most listings throw three or four of them away without noticing.

Twenty characters is the hard cap. A longer tag is not truncated, it is rejected.
