Thirteen tags is not many. A tag nobody searches costs you a slot and returns nothing.
The check worth reading twice is the subset one. If every word of one tag already appears inside another — name necklace inside custom name necklace — the shorter tag wins you almost nothing, because Etsy can already match the longer tag against the searches the shorter one would have caught. It is a slot spent on a phrase you were going to rank for anyway.
